The sculpture was created by the American sculptor Marshall Fredericks (1908–1998) in 1995 based on plans by the Swedish sculptor Carl Milles. Carl Milles sketched the sculpture in 1946 on the occasion of the founding of the UN in New York during a stay at the New York hotel The Plaza on the hotel's stationery. He saw the sculpture as a symbol of peace and as a tribute to the founding of the United Nations. However, the project was not implemented. 40 years after Carl Milles' death, Marshall Fredericks, a student of Carl Milles, created the current sculpture.
