Designed by sculptor Margarida Santos, it was inaugurated on June 28, 2003, in honor of the man who was president of the City Council between 1951 and 1960. Among other important public works, he decided to make Rua da Junqueira a pedestrian thoroughfare , proving to be a man of vision who imagined the creation of a commercial axis of great importance for the economic development of the city he governed.
