I would classify this section as dangerous. Here, the pedestrian route officially leads over the dam. However, there is no significant shoulder on the road, as the road ends directly at the guardrail. When I was supposed to pass that spot, there was a lot of traffic from cars, buses, trucks, RVs, etc., so crossing the road was out of the question. I didn't see a footpath below the dam. If necessary, you could still zip along the very small shoulder behind the guardrail and hold on to the guardrail.
