Yes, the area is accessible, but the entrance is somewhat hidden to the left of the building. At the top, be sure to climb over the boulders that block the way. Beyond them lies the heart of the complex, with a winding passage leading to the main gun emplacement.
And of course, there are three other massive forts on Caprera, one renovated and two (accessible) lost places.
