Between Waterloo Bridge and Blackfriars Bridge there is a small "bend" in the development on the south bank of the Thames, from which you have a wonderful view of the eastern city center: Sion Hall, St. Paul's Cathedral and various company headquarters in historic buildings on the left, in the new skyline of the Financial District, which has grown rapidly in the 21st century, on the right. Many of the office buildings have either official names or nicknames based on their shape, e.g. The Scalpel, the Walkie-Talkie (20 Fenchurch Street), the Cheesegrater (Leadenhall Building). 22 Bishopsgate is the tallest building in the United Kingdom after The Shard. Numerous other striking skyscrapers are to be built by 2030.

The building was originally constructed as a power station to supply electricity to the Royal Mail post office, built towards the end of the 19th century. It was subsequently acquired by the Liebig Extract of Meat Company in the 1920s, manufacturers of Oxo beef stock cubes, for conversion into a cold store.[1][2]

The building was largely rebuilt to an Art Deco design by company architect Albert Moore between 1928 and 1929. Much of the original power station was demolished, but the river facing facade was retained and extended. The Liebig Extract of Meat Company wanted to include a tower featuring illuminated signs advertising the name of their product. When permission for the advertisements was refused, the tower was built with four sets of three vertically-aligned windows, each of which "coincidentally" happened to be in the shapes of a circle, a cross and a circle. This was significant because skyline advertising was banned at the time along Southbank.[3]

Despite these windows being the building's architectural focal point, there is no general public access to the tower which is restricted to maintenance tradesmen.

Seward Johnson Jr. depicts a frustrated businessman eternally attempting to hail a cab on John Carpenter Street near Blackfriars station in London since 2014. Originally created in 1983 and previously displayed in New York with full color painting, the sculpture now stands in London with only its white shirt retaining color, while the once-realistic figure continues his endless wait for a ride that will never come.
