Access to the pier light is either at the top of the pedestrian path or on the lower path along the harbor basin. If you take the lower path, you will reach a staircase near the beacon. Both options are probably not "desirable" with the bike, I rode and there wasn't much going on. It's worth it, if only because of the wonderful view from the harbor wall.
