Toompea Castle was built on the sunken foundations of the east wing of the Toompea Fortress built from the 13th to the 14th century. The castle with its late Baroque facade was built 1767-1773.
The story of Toompea is the history of Estonia's rulers and their power. Each ruler has built and secured this place according to his needs and wishes. Today, the Parliament of the Republic of Estonia works here, and the Estonian blue-black-and-white flag - the symbol of the independent state of Estonia - blows on the 45.6-meter-high tower of the Long Hermann.

Since the time when the German sword knights built it from 1227-1229 as the first stone fortification, every foreign power has used the castle as its center of power. Today, the Estonian parliament resides here.
